Commissioner pressured bank to go public on data loss
It has been suggested that the only reason why CIBC went public in announcing that Talvest Mutual Funds' files went missing is because of pressure from the Privacy Commissioner of Canada (Watchdog pushed CIBC on lost file). Advocates for mandatory notification will likely use this as evidence that companies will not go pubic unless pressured to do so.
